To address the issue, residents paid a renovation fee to Zhonghuan Water Company at the end of last year. Construction started in early March, but on March 30, the construction team abruptly left the site, accusing the residents of not securing the worker’s safety rope, which led to the fall. According to the property management staff, the construction team claimed that some residents were interfering with the work.
At 4:00 PM, the reporter called Zhang Haiyong, the head of the water construction team. He stated, "Yesterday, while working on the fourth floor, the safety rope attached to one of our workers suddenly broke. He fell from the fourth to the third floor and was injured. The residents must provide an explanation." Zhang believes that a small group of residents are not cooperating with the renovation, which poses a risk to the workers. "It’s the responsibility of the construction team to ensure safety, not the residents. If that’s the case, the construction team should be able to identify which household is causing the problem," he added.
Mr. Zhou, the chairman of the owners' committee, expressed anger toward the construction team. "It’s the construction team that failed to ensure their own safety. How can we be responsible for that? If this is the case, the team should be able to point out which specific household is involved," he said.
Later, the reporter contacted Manager Wang, the person in charge of the water construction project in Fancheng District at the Central Waterworks Company. Manager Wang confirmed that they had already reported the incident to the police and planned to hold negotiations with the Chaoyang Apartment Owners’ Committee within two days.
