"‘The bus is full of passengers, but the driver isn’t wearing a seatbelt.’ Recently, Ms. Zhang called a public hotline to express her concern, stating that seatbelts are the ‘lifeline’ of safety. How can a driver ignore their own safety, let alone be responsible for the passengers’ well-being?"
Ms. Zhang shared her experience from a few days ago when she was on a crowded bus and had to stand near the door. What surprised her most was seeing the driver without a seatbelt. Later, she noticed that many drivers didn’t wear one either. She even posted a photo online, sparking a debate about whether bus drivers should be required to use seatbelts. Some people supported it, while others opposed it.
According to a recent investigation by the Asian Heart Network reporter Zhang Chai, 40 buses were observed at various stops in Urumqi, and none of the drivers were wearing seatbelts. On a 527 bus, there was no seatbelt at all, nor a slot for it. “I haven’t seen a seatbelt since I started driving five years ago,†said one driver.
On BRT buses like 29 and 302, the seatbelts were mostly hidden behind the driver’s seat or not easily visible. Chen, a driver with 12 years of experience, explained that during peak hours, he often needs to check road conditions and clean the windshield, making it inconvenient to wear a seatbelt.
Another driver from Bus No. 68 mentioned that he never uses a seatbelt while driving. “The bus is long, and there are blind spots when turning. It’s more practical without a seatbelt.â€
According to related authorities, legally, bus drivers must wear seatbelts. However, in practice, many old buses don’t have them installed from the factory. The company doesn’t enforce seatbelt usage, so even if complaints are made, drivers aren’t usually punished.
A staff member mentioned that the issue has drawn attention, and they plan to develop specific regulations for bus drivers in the future.
Urumqi Tianshan District Traffic Police, Officer Shen Weibo, confirmed that according to the Road Traffic Safety Law, bus drivers must wear seatbelts. If a driver is caught not wearing one, they may be warned, but not heavily penalized unless it causes traffic issues.
This incident has sparked a broader conversation about road safety and the responsibilities of professional drivers. While some argue that seatbelts are essential, others believe practical challenges make it difficult to follow strict rules. As the discussion continues, the hope is that clearer guidelines will be established to ensure both driver and passenger safety.
