Fuzhou is taking a major step forward in combating air pollution by introducing an advanced vehicle emissions monitoring system. The city plans to complete the deployment of a mobile remote sensing monitoring system by the end of this year, which will allow for real-time detection of vehicle exhaust emissions. This initiative aims to identify vehicles that exceed emission standards and enforce stricter regulations on polluting vehicles.
As part of its efforts to reduce haze and improve air quality, Fuzhou has implemented detailed rules under its Twelfth Five-Year Plan, focusing on reducing nitrogen oxide emissions from motor vehicles. According to local environmental authorities, vehicle exhaust contributes nearly 40% to PM2.5 levels in the city. Therefore, controlling vehicle emissions is a top priority for the government.
To achieve a 5% reduction in nitrogen oxide emissions by 2015, Fuzhou is accelerating the elimination of old and high-emission vehicles. Vehicles that meet national scrapping standards will be compulsorily retired and deregistered. Additionally, the city is tightening the rules for vehicle registration, especially for older models that do not meet current environmental standards.
Newly registered vehicles must comply with national emission standards and be listed in the environmental protection model approval catalog. Any vehicle not included in the official list will not be allowed to register. To prevent the influx of polluting vehicles from other regions, only those meeting the National IV emission standards will be permitted to enter the city.
In October, Fuzhou will launch its "environmental protection electronic eye" system within the Second Ring Road area. This system will monitor vehicles without green environmental signs and restrict their movement in the downtown area. The goal is to gradually expand these restrictions to cover the entire Second Ring by the end of the year.
For vehicles emitting black smoke, environmental, traffic, and transport departments will work together to monitor and penalize violations. Public transportation and commercial vehicles, which are frequently used, will be subject to stricter controls to eliminate excessive emissions.
Starting next year, Fuzhou will implement a new inspection method that allows for immediate testing of vehicle exhaust emissions using advanced equipment. This will provide more accurate data on nitrogen oxide emissions and help ensure compliance with environmental regulations. These measures mark a significant shift in how the city manages vehicle emissions and paves the way for a cleaner, healthier urban environment.
