
In an effort to enhance the management of sludge disposal and ensure its safe and proper handling from the point of generation to final disposal, Hangzhou has launched a comprehensive electronic monitoring pilot program for the sludge produced at the Qigegar Wastewater Treatment Plant (Phase III). This initiative marks a significant step forward in leveraging technology to improve transparency and accountability in waste management.
The pilot project is powered by the Hangzhou Hazardous Waste Dynamic Monitoring Platform, which uses advanced electronic information systems to track the entire sludge transportation process. When sludge is ready for transport, the generating unit fills out digital forms that include details such as the volume of sludge, type, disposal method, vehicle license plate numbers, and transporter information. Both the generating and transporting units must confirm this data before the transfer begins, ensuring a seamless and traceable process.
Each sludge transport vehicle is equipped with an electronic terminal device. As soon as the vehicle departs, the GPS satellite positioning system is activated, allowing real-time tracking of the vehicle’s location. This data is transmitted directly to the city's hazardous waste monitoring platform and to the mobile phones of supervisory personnel. This enables them to monitor the exact route and trajectory of each transporter at any given time, ensuring full oversight of the entire transfer process.
Upon arrival at the designated disposal site, the receiving unit confirms the actual amount of sludge received. The system automatically generates an electronic transfer record and sends a notification via SMS to the responsible disposal specialist. If the monitoring team notices that a vehicle has not arrived within the expected timeframe, they can immediately contact the transporter to investigate and take necessary actions.
According to the Hangzhou Municipal Solid Waste Management Center, the success of this pilot program will lead to a broader rollout across the city. By the end of this year, all 33 sewage treatment plants located in urban areas of Hangzhou are expected to be fully integrated into the electronic monitoring system. This move is expected to significantly improve environmental protection efforts and ensure compliance with waste management regulations, setting a new standard for sustainable urban development.
