Since February 1 this year, the enforcement of the "new national standard" for mahogany furniture, officially titled "General Technical Conditions for Mahogany Furniture GB28010-2011," has required manufacturers and retailers to provide three essential documents with each product: a user manual, a quality express card, and a product certificate. This is often referred to as the "one book, one card, one certificate" system. Failure to comply means the products cannot be legally sold.
However, more than six months after the regulation came into effect, many merchants are still not fully implementing it. Despite the intent of the quality express card to protect consumer rights, it remains difficult for buyers to find these important documents. Some dealers are reluctant to provide them, fearing that revealing the true material composition could lead to disputes or even legal issues. In some cases, they are even playing with words in their descriptions, exploiting ambiguities in the standard to mislead customers.
During a recent market visit, it became clear that many mahogany furniture items lack proper documentation. At a store in Shilihe, for example, while some signs were placed on the furniture, they did not meet the requirements of the new standard. The cards lacked crucial details such as specifications, application scope, and coating processes. In other locations like Daguanlou and Gaobeidian Classic Furniture Street, the situation was even worse—many stores had no "one book, one card, one certificate" at all.
Dealers have given various excuses for not following the rules. One redwood furniture seller at Red Star Macalline claimed that most customers are experts who don’t really care about the express card. Others pointed out loopholes in the system, noting that certain types of wood are visually similar but vary greatly in price. For instance, East African black rosewood can cost up to 300,000 yuan per ton, while Brazilian black rosewood might only cost 6,000 yuan per ton. If the card only lists “red rosewood,†the company isn’t violating the rules—but consumers may end up paying more for something they didn’t get.
Industry insiders argue that the real issue is profit. Many small manufacturers and distributors are hesitant to provide full transparency because it could reduce their margins. They prefer to keep things vague, allowing them to sell lower-quality wood under the guise of higher-end materials.
Experts believe the new regulations, despite their flaws, have a positive impact on the industry. Zhao Shoutian, director of the Redwood Professional Branch of the China Furniture Association, noted that while the express cards may not be entirely clear to average consumers, they do help increase transparency and reduce the risk of fraud. Cao Xinmin, one of the standard’s drafters, added that the implementation is feasible but requires stronger enforcement and better awareness among both businesses and government agencies.
In conclusion, while the new national standard aims to bring clarity and fairness to the mahogany furniture market, its success depends on consistent enforcement and a willingness from all stakeholders to comply. Without this, the benefits of the regulation will remain unrealized.
