In a bid to enhance the management of sludge disposal and ensure its safe and proper handling from production to final treatment, Hangzhou has launched a full-scale electronic monitoring pilot program for sludge from the Qigegar Wastewater Treatment Plant (Phase III). This initiative marks a significant step forward in leveraging technology to improve transparency and accountability in waste management. The pilot project utilizes the Hangzhou Hazardous Waste Dynamic Monitoring Platform, which integrates electronic information systems to track the entire sludge transportation process. When sludge is moved out of the plant, the generating unit fills out an electronic form with details such as the volume, type, disposal method, vehicle license plates, and transporter information. Both the producing and transporting units must confirm this data before the transport begins, ensuring accurate and traceable records. Each sludge transport vehicle is equipped with an electronic terminal that activates GPS tracking upon departure. Real-time location data is transmitted to the city's hazardous waste monitoring platform and directly to the mobile phones of management personnel. This allows supervisors to monitor the exact route and trajectory of each vehicle, ensuring that the sludge is transported under strict oversight. Upon arrival at the disposal facility, the receiving unit verifies the actual amount of sludge received. An electronic transfer record is automatically generated and sent via SMS to the designated disposal specialist. If any delays or discrepancies are detected, supervisory staff can immediately contact the transporter to investigate and resolve the issue. According to the Hangzhou Municipal Solid Waste Management Center, if the pilot proves successful, the system will be expanded across the city. By the end of this year, all 33 urban sewage treatment plants in Hangzhou are expected to be fully integrated into the electronic monitoring system. This move is expected to significantly reduce the risk of illegal dumping and improve environmental safety throughout the region.
