Decision of the State Council on Cancelling a Batch of Vocational Qualification Permits and Recognitions
The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions under the State Council, and their respective agencies:
After research and argumentation, the State Council decided to cancel 114 professional qualification licenses and recognition matters, which are hereby announced. At the same time, it is proposed to cancel one of the professional qualifications and recognitions established in accordance with the relevant laws. The State Council will submit the relevant laws and regulations to the Standing Committee of the National People's Congress in accordance with legal procedures.
Reducing the qualifications and recognition of professional qualifications is an important part of promoting the decentralization of power, the integration of management, and the optimization of service reform. It is also an important measure to deepen the reform of the system of talent development and promote mass entrepreneurship and innovation. All regions and departments should proceed from the overall situation of comprehensively deepening reforms, especially supply-side structural reforms, further transforming functions, changing concepts, raising awareness, increasing the clearance of professional qualifications and certifications, and continuously reducing the burden of talents and system costs. Continue to stimulate market and social vitality, and promote employment and entrepreneurship. For the professional qualifications and certifications that have been cancelled, the Ministry of Human Resources and Social Security shall strengthen the follow-up supervision with relevant departments and organize a “review†in time to ensure that the cleanup is in place to prevent rebound. It is necessary to speed up the publication of the list of national vocational qualifications list, and no licenses or professional qualifications shall be allowed outside the list. Except for the admission of professional qualifications, the list shall not be linked to employment and entrepreneurship. It is necessary to strengthen the supervision and service for the establishment and implementation of professional qualifications, and find out and investigate the occupational qualifications that are set up and implemented in violation of laws and regulations. It is necessary to promote the sharing of professional qualification information, improve the level of information service, gradually establish a credit management system for licensees, and seriously investigate and punish certificates and rent-seeking. It is necessary to properly handle the vocational qualifications permit and identification matters to cancel the follow-up work, study and formulate professional standards and evaluation norms, and do a good job of policy convergence to ensure the stability of the talent team.
