"Photovoltaic era" is not far off

During the "two sessions", interviewing the National People's Congress and the chairman of the Jingao Group, Zhai Baofang, needed an advance booking. With the help of his secretary, the reporter finally interviewed Yu Baofang yesterday.

JA's investment plan in Yang is unchanged

“Jingao will not change its development planning and investment projects in Yangzhou. Yangzhou is an important base for the development of the Group.” Zhai Baofang went straight through.

“We started construction in Yangzhou officially in 2008, with a total investment of over 400 million U.S. dollars. At present, the first and second phases have been completed and put into production. The company has become the world’s largest single cell solar cell manufacturer.” Sui Baofang’s Jingao Group in Yangzhou Satisfied with the project, "The company added a total investment of 180 million U.S. dollars, fully launched the three-phase expansion plan, the third phase of the project will add 20 internationally most advanced production lines, 800 megawatts of solar energy production lines have been started, the production capacity will be Up to 2G watts."

Last year, the output value of Yangzhou Company in Jingzhou exceeded 8 billion yuan, and it is expected to achieve a new target of 15 billion yuan this year. By then, Yangzhou’s profits will reach 1.6 billion yuan and taxes will exceed 250 million yuan.

Yu Baofang said that at present, Yangzhou solar photovoltaic industry has formed a "polysilicon - single crystal silicon - single crystal silicon wafer - battery chip - solar cells and components - solar power (lighting) "integrated industrial chain, I believe Yangzhou will become the world's solar cells Important production base.

China's PV Industry First in the World

"I said long ago that China has become the world's largest PV manufacturing country and the world's largest exporter of photovoltaic products." Yan Baofang smiled.

Zhai Baofang believes that China's photovoltaic industry has three major competitive advantages in terms of scale, price and service in the world. In terms of scale, China has five or six manufacturing facilities with a scale of more than one megawatt, and dozens of companies with more than 500 megawatts. The world's top ten manufacturing giants, China accounted for five. This is an advantage that other countries cannot match. In terms of price advantage, China's solar photovoltaic products, compared with similar products in the world, have the lowest manufacturing costs. With service advantages, China's photovoltaic industry manufacturing not only has a place in the world, but also has a leading edge.

“China's photovoltaic industry also has the same problems as 'Made in China' and 'Created in China'. Although it is the largest manufacturing country, compared with developed countries, China’s solar photovoltaic research has developed lately, technological development and personnel training lag behind, and R&D strength is weak. And lack of independent innovation capability, there is a problem of low-level repeated plant construction, the majority of solar cells photoelectric conversion rate of 17% or less.” Sui Baofang said, “In addition, although most of the production line has been achieved domestically, but the key equipment is still dependent on imports. Also, most of China's photovoltaic production companies are relatively young and need to make up for advanced management experience."

Photovoltaic generation is not far

Last year, China's shipments of solar cells and modules were leading globally, but the domestic market did not open. At present, the largest market is in Europe. More than 98% of China's PV module exports are concentrated in a few countries, especially Spain, Germany, and Japan.

"As a big country of production, our country can't control the international market of photovoltaic industry. We only touch the rhythm of the international market, and the big consumer countries sneeze. Our production companies immediately catch a cold." Zhai Baofang made a metaphor.

“Our gap is mainly due to inadequate policies and unregulated markets. To promote the photovoltaic industry, government promotion is the most important driving force.” Kuang Baofang believes that the development goals of the photovoltaic industry set by the Chinese government are low. China's "renewable energy medium and long-term planning" proposes that by 2010, photovoltaic power generation will have a cumulative installed capacity of 300MW, and by 2020 it will reach 1.8GW, which is inconsistent with China's PV manufacturing industry's world-first status. For example, China's subsidy policy and Internet access policy, although we have issued the Renewable Energy Law, but the supporting policies are not implemented, so it is difficult to restrict the development of this industry.

“This time I proposed to the General Assembly to increase the promotion of the policy of promoting the use of photovoltaics.” Yan Baofang believes that these proposals must arouse the country’s attention and these issues will be resolved. "I think the era of extensive use of new energy and large-scale promotion of photovoltaic power generation is not too far away."
