Energy Law included in the 2011 legislative plan

International Energy News: "In this year's legislative plan, there is a preparatory project that is the Energy Law. The relevant departments are stepping up research and drafting." On March 11th, before the start of the third plenary session of the Fourth Session of the 11th National *****, The East Hall of the Great Hall of the People, the representative of China, and Li Fei, deputy director of the Legal Work Committee of the National Standing Committee, said.

Drafting of the draft law to a certain extent, if within a year, through hard work may be submitted to the National Standing Committee for deliberation, called "preparatory project."

"The progress of the drafting is not yet clear." Li Fei said that the draft law is generally reviewed three times, from the formal submission of the deliberation to the adoption of the normal half a year.

In order to further improve the scientificity, prostitution, and transparency of the legislative work, the drafting group of the Energy Law collected opinions from the public on the "Energy Law" (draft for comment) from December 1, 2007 to February 1, 2008.

“The state should accelerate its energy legislation,” said Su Shengxin, the representative of the National People's Government and director of the marketing department of the State Grid Corporation of China. This is a very important issue, especially in the 21st century. Su Shengxin believes that competition in the 21st century is energy and technology. Energy is the lifeline of a country’s economy. The state should formulate an important law to regulate and guarantee the development of the energy industry.

There is also the oil and gas law that has attracted the same attention as the energy law. Among the laws currently in force in our country, there are the Electricity Law and the Coal Law. Of the major energy sources currently used, there is no specific law for petroleum and natural gas.

"There should be a law on oil and gas," said Alibaba Eminbahai, representative of the National People's Government and director of the Xinjiang Uygur Autonomous Region.

In 2001, representatives of the National People's Government and Wang Zhaoxian, a researcher of the Institute of Animal Husbandry and Veterinary Medicine at the Northwest A&F University put forward the “Proposal on Formulating the Oil and Gas Law”.

"We really should speed up the progress of the energy law and the oil and gas law." Any representative from the country, Mr. Shushan, chief of the Tianjin Economic and Technological Development Zone Administrative Committee, said that at present, China's oil dependence on foreign countries has exceeded 50%. To guarantee the normal supply of oil and gas, it should be Raise to the legal level, and standardize the development and use of these important “guaranteed resources”.
